The most important factor influencing the life expectancy of protective coating systems is the quality of the application process. Based on this and a number of recent costly premature coating system failures, the Naval Sea Systems Command (NAVSEA) has established a program to identify preservation process shortfalls and improve naval ship preservation work. NAVSEA and the National Surface Treatment Center have teamed to develop an evaluation method in the form of a Preservation Technical and Quality Assurance (QA) Assessment Program. This assessment first establishes a baseline of an activity�s current preservation processes to determine how well technical and QA requirements are being met in the field. Then it identifies both strengths and weaknesses and fosters solution development to continuously improve the quality of the preservation process.
